Clouds

I am having trouble with clouds, the fluffy ones on the horizon, in my paintings. When I try to soften, blend and highlight them, i get alot of smearing and smudging, which ends up looking like a giant glob instead of soft fluffy clouds. I am also having trouble making my waves look like they are rolling over. Can you help me?
