Proportion is the key

I agree that you should repaint the lower horse. Remember that size is one of the important simple forms of perspective. I would repaint the lower part of the painting with a very opaque mixture of Titanium white, some Payne's Gray, and Raw Umber. Don't use a lot of medium; that way it will cover well. Do sketches of the horse to get the size right in proportion to the upper horse. Then transfer that sketch to your canvas after the new paint is completely dry.
Try moving the horse up in the picture plane and either slightly to the left or right of where you have it now.

Perspective Issue

You have done a good job with this picture. There is a bit of a change that would help with the composition. The horse on the bottom is closer to the viewer, therefore, it should be larger in size. You can sketch this out first, try to draw the bottom horse a larger size then just repaint over the top of the original painting. This should help make it look in better perspective.
